The downgrade rights must go to the same edtion (Ie. Windows Pro), so you can downgrade from Windows 10/8 to Windows 7 Pro. Since Windows 7 Pro did not include bitlocker (only Enterprise did) you ae correct you would need to purchase a Windows Enteprise license to utilize bitlocker/Windows 7 Enterprise.
The 90 days you refer to is in regards to adding SA to an OEM license (i belive you still have the ability to do this) within 90 days of the purchase of an OEM license. If you do not want SA you can purchase the upgrade license (I'm not sure which is cheaper, but my guess is that SA only option is).

Hi,
I believe it simply doesn't work. You can also have it with Ultimate (retail license) as Enterprise you can only have with VL license.
