In Service Transition phase, you do the tool setup for the Asset (License) availability and Asset (License) allocation, this is a process where the actual business logic applies Ex: License count - Install count = License left. This phase determines a process where how the addition and subtraction of license and other assets happens and the Asset registry/inventory or CMDB is updated.
This process is linked to the Service Operation- request fulfilment. So, when there is a license/license key required a request is raised and through proper approval workflow it goes to the License manager/Asset manager/Service Desk to allocate a license key. By Automated process, license is deducted from inventory or purchased (if required) and assigned to the user.
PS: An ITSM tool is just to keep a track of Asset/license, the actual allocation may happen using publisher URLs or SW download from vendor website. For EX: For Microsoft Volume license, VLSC site is used to allocate the license key. Once done Service Request is closed.
