1)Yes it is possible to create images of OSX configurations. You do that the same way you create a base image for Linux with a few differences.
2)No the normal license agreement does not allow for this although it's doubtful Apple would care. Regardless, you can apply for the "Volume Purchase Program for Business" which would grant you a modification to the license terms and allow for this legally.
Bonus: There are probably multiple technologies that allow for enterprise deployment of OSX in the enterprise. I've only worked with one, and to be honest I'll probably only work with it in the future because it was so good. Check out Casper by JAMF if you need to discover, control, and govern Mac's in the enterprise.
