To connect to Remote Desktop Session Host, you need the following licenses:
Windows Server OS license for the RDS server
Microsoft Remote Desktop Services CAL for each named user.
When we say named user then all usernames are registered for access to the RDS functionality.
To ensure that you are in compliance with the license terms, make sure that you track the number of RDS Per User CALs being used in your organization and that you have a sufficient number of RDS Per User CALs installed on the license server to provide an RDS Per User CAL for each user that needs to connect to the RD Session Host server. RDS CAL are not concurrent license.
If you have 100 users connecting from 100 PCs then buy device license and on the other hand, if you have 100 users connecting from more than 100 devices (i.e. tablets, desktops, smartphones, etc.) then you should purchase user CALs.
