The answer to your question really does depend on the level of knowledge the person already has in relation to ITAM. There are some good training courses for people new to the industry and very specific courses for licensing around the usual major vendors (e.g. Microsoft, IBM, Oracle, etc). There are lots of events/conferences that can provide a good level of knowledge (ITAM Review, BCS, etc) however there are few certifications around the industry currently. IAITAM offer some good courses which provide a good coverage of most aspects of ITAM (Certified IT Asset Manager (“CITAM”) Certified Software Asset Manager (“CSAM”) and Certified Hardware Asset Management Professional (“CHAMP”)) and a certification but this has to be renewed annually. The ITAM Review 12 Box Model also provides good insight to all areas with an optional certification at the end. There are other courses but I have no experience of them.
