I had a great answer sent to me on LinkedIn by a connection who works in Software Asset Management:
"There's probably something to how Business Insider opened its article on this matter: "Oracle continues to see its traditional software revenues decline while it races to move its customers to the cloud.
But it may have a plan to shore up those shrinking revenues. "The company is ramping up software audits involving its Java software, reports The Register's Gavin Clarke." (It seems Oracle's stance on partnership might roughly be summed up as "short term $ > long term partnership/$$$.")"
