My experience is a bit dated (3 years old) but, nonetheless...
I found teh App Catalog lacked the features and approval elements needed to effectively provision software. The control mehcanism is based on groups in SCCM and/or AD.
The desired outcome for me, was to have a central place for users to browse SW prodiucts. Understand the cost implications to the organization, and at the touch of a button request them. The experience had to be seemless for the user. In the backend, we would review/approve/reject the request, assign a cost code (we had a show back system in place), and check/consume/assign the license and ultimately deploy the SW to the user.
I found App Catalog didn't have an evolved Workflow, didn't allow for automated approval on some software but not others (still needed to do the cost asisgnment tho regardless), etc.
Basically, great tool for user driven selection of software but lacked the integration to the processes needed to maintain a clean estate.
Just my 2 cents...
PS. If you are looking for an alternative I'd check-out AppPortal from flexera (they may have renamed it). It is a product from the "SCCM Experts" and was built specificially for the described Use Case above. Not sure how Flexera has changed or integrated it in the past few years but it was basically a god-send and I found it provided more value than FNMP from Flex. Just my biased opinion tho...
