I do not believe that a CAL licence is required for any discovery/inventory tools. If this was the case it would have come to the fore a long time before now and would have created a lot of trouble within the industry around Microsoft trying to exploit their customers.

This is nothing to do with inventory tools... Some inventory tools also require CALs - e.g. SCCM needs a SCCM CAL for all the devices you are scanning. Because it is sat on Windows Server it needs a Windows Server CAL - but then you'd have Windows Server CALs anyway because you have a Windows Network for your users. You don't need more than one... Any chance of adding a more specific scenario?
