In a nutshell:
1) the impact of not continuung an EA is.....'nothing'. At least for the short term......
2) If you buy hardware with Windows where the version or edition is not congruent to your network ( which is likely; OEM editions of Windows are typically network aware/compliant)... then you need to 'upgrade' your OS, whether within EA or outright.
3) MSDN typically gives you access to (mostly) the entire library of MS products

1. What is the impact of not continuing with EA? for an exsisting EA customer
Generally nothing, although the Microsoft Manager might request a review/audit as it will impact their pipeline/target. However if the business upgrades regularly and uses SA benefits then it maybe more expensive to go back to the start and not just buy the SA bit. (Unless Subs - but if you leave then you have nothing)
2. will there be an incremental subscription charges in EA for PCs if am buying with OEM licenses and for Servers without OEM licenses
Windows (desktop) licensing assumes you have an OEM so is always upgrade so this is considered, Windows Server is generally bought as full. But no, shouldn't be any other charges outside what you agreed on your contract (assuming EA). What charges do you think they might apply?

Generally VS with Pro - gives you access to Windows/SQL Server, VS with Ent gives access to all MS Software - check source below for compare site.
