However, I assume they will not be using their normal network password to log in. They will be using one belonging to the customer - so therefore they need a customer license as its for the customers benefit.
Its been raised before - I have recieved both answers from Microsoft.
I would suggest to err on the safe side and license the external (partner) access the same way as they normally do if its a large volume. If its only 1 or 2 i would feign ignorance or pick the first answer above as defense. Am assuming they need to buy the partner various CALs depending on the services used.
(Other thought - surely if they are accessing this would appear as a User on the customer tennant? Am not sure how this works via Citrix)
