Also practical issue: how do you make sure only users with corresponding O365 Plan can run on premise Office 365 Standard?

Echo both comments above - O365 is not 'downgradable' to Office 2016 Standard in the same way you can downgrade editions for other products.
Would triple check your Office 2016 Standard installs in case they have been considered covered by the O365 license! :)

Office Professional Plus
Office ProPlus - aka ClicktoRun, aka Office365
In most cases, Office Standard and Professional Plus are purchased on a per device basis. Office Professional Plus licences cannot be used to licence Office Standard.
Office ProPlus is a user based licence that provides a user with an assigned subscription, the right to install and use Office ProPlus on up to 5 PC or Mac devices, plus up to 5 phones and 5 tablets.
There are no downgrade rights with Office ProPlus to another edition of Office
If you are installing Office to a PC that is shared between users, then you need to shared computer activation for Office ProPlus https://docs.microsoft.com/en-gb/DeployOffice/overview-of-shared-computer-activ
