FPP (Box Product/Off the shelf) is also single use only but can be transferred from one machine to another if required.
As above - using old Volume License (assuming you have spare old licenses and a route to download media from VLSC) would seem the best route as this is device based, and the key is multiple use.
Technically your supplier would need to supply you the machines as well as the boxed OEM for the licensing to be valid - so i question their response, however their quote may come back for FPP or a small use Volume license (MOLP 5 licenses) for example.
I am assuming you are a smaller company, if you have access to high level volume licensing there is a training clause built in for these purposes that you get free licenses, but its based on 250+ users so unsure if it applies.
So should you walk away from your supplier? Tricky one, they might be good for other things outside of licensing. Your AM might need changing for a more experianced one? (Am trying to be nice... but no, i think this is a rubbish answer and technically incorrect)
