Have you a list of targeted Manufacturers? (By Spend / Audit Threat / Importance to Business)
Have you switched metering on against targeted products (if appropriate)?
Have you got entitlement for targeted Manufacturers?
Pick manufacturerer, Work through each one in turn, don't over complicate things for yourself
Tighten/implement process to contol each bit (processes should be generic but you might find some products need a little extra help)
Build a mini position (Licenses vs entitlemnt) and work out where the gaps are (pull in resource if complex licensing)
Have a plan of resolution (if needed)
Move on to next manufacturer - repeat until all are done then start back at the start. It will get faster and faster as you are only focussing on changes. And all these changes should be reporting through your processes which makes it clear.
Looking at month on month changes is far simpler than doing it once a year - you can also see if your resolution plans are working! You can also apply costings to these small changes which add up over time to show ROI

One further thing they've asked is that they're challenged in getting entitlement data into the toolset - locating it, uploading it, verifying it.
In my experience this can be a minefield - particularly navigating upgrade/downgrade rights and maintenance contracts and so on.

As part of each manufacturer plan have an entitlement record - even if its just in excel (work out the numbers first) and uploaded to the tool (with all the invoices, reports etc to back it up linked somehow but not used as the base source) with a definitive agreed position. Some are simple, and again its worth getting outside support for complex agreements (Oracle for example). The first steps are the longest, once you have things in place savings can be seen clearly, but you have to do the tough bit first.
