Q: Can System Center license be used for managing Windows Server 2016 instances running on Azure?
A: Under the License Mobility through Software Assurance benefit, customers can assign their standalone System Center 2016 license to manage a Windows Server instance running on Azure.
Appendix B (page 87) in the Microsoft Product Terms states has a table which shows the rights:
Be aware however that HOW you acquire System Center impacts your cloud rights.
If System Center is obtained as part of the Core Infrastructure Suite (CIS), it does not include License Mobility rights.
However, if you purchase CIS via the Server & Cloud Enrolment (SCE), you DO receive those rights.
You can see this in the Product Terms again. Page 17 shows, in the CIS "Software Assurance" section that License Mobility = N/A while section 4.5 states that:
"SCE Customers who have met the enrollment coverage requirements and are licensed for and using CIS Suite to manage OSEs in their own data centers, may also use System Center software licensed under CIS Suite to manage their qualifying Virtual OSEs running within Microsoft Azure".
