Whilst there is significant overlap with ITAM, the CMDB isn't usually set up to answer ITAM questions. ITAM uses similar data but has very different motivations.
I relate it to a local village hall. One night of the week it might be rented out to the local scout group, the next night it might be a dance troop. They can both use the same infrastructure but have very different goals. The same might be said of ITAM and CMDB, they could both use the same system but have very different goals. A CMDB person might not want her system bloated with irrelevant ITAM data, yet is it useless to an ITAM person without it.
To your question, I doubt that your CMDB folks need the individual users in their CMDB, usually their focus is the datacentre infrastructure. Wherever it might reside, you just need to check it is accurate and up to date.
