Yes you should be able to. Symantec's default licence agreements are global and the link below will take you to the current licence agreement and product use rights document for SEP, plus some of the archived ones. Neither of these have any territorial restrictions and, in fact, refer to use of the software in different international locations. There is also nothing in any of Symantec's policies (End of Life, Version Upgrades, Maintenance, Compliance) that suggests you cannot use the software internationally. Symantec do sometimes negotiate bespoke agreements, depending on organisation, so I would check your agreements to be certain.
