In the interest of balance I guess where they can differentiate and add value is in the Intelligent Database stuff. On-prem DBAs are some of the most expensive "coal-face" IT Admins out there and I would guess that all that stuff will work best in their Cloud.
Long-term unless they find a way to leave their customers with no choice but to select Oracle Cloud I can't see it being more than a niche player in the market behind AWS, Azure, and the APAC regional providers.
