It's an interesting conundrum. I can't imagine that HCL will provide the full capabilities of BigFix for free. As a solution it is going to require ongoing development work to continue to be competitive in the management tools market and HCL won't want to be doing this for no revenue. Maybe an BigFix-Lite for PVU products.
The bigger issue is that you'll be required to run a highly-invasive piece of software on your network supplied and managed by a third party. That gets complicated from a security and legal perspective. I think the logical approach is for IBM & HCL to certify other ITAM tools for managing PVU-metric products - in the same way that Oracle do for Oracle Database products.
(I did ask IBM's product teams for clarification on the above and didn't get a response. I'll follow up with them and HCL and update this thread if they respond)
