As far as software goes, it would be smart to track everything. A user-based license can be transferred to a new user in almost all situations. The same applies for most device and server licenses. You will want to harvest and reuse your software licenses where you can, and that is very difficult to do if you are not actively keeping track of them. Hopefully your discovery tools will tell you what is being used, but you should track everything you are purchasing. Its also smart to track your software to understand trends in your spend.
Make sure to also keep a repository of your contracts, both hardware and software. This will help you prepare for renewals, and for understanding your support agreements.

- Track physical and virtual, as they all have OS and software, regardless if on or off.
Even seeing controllers and webcams now are they occupy an IP which has security aspects, hence why we see the term "TAM" (Technology Asset Management) vs ITAM as many newer technologies connected are not part of IT.
