One of the problems as I see it is if you should apply normal licensing rules for SubCap in this case.
In a normal FullCap scenario where you have 8 ESX hosts and then one single cluster with VMs, one VM with PVU software consumes the most power full host, the next VM with the same software consumes the second ESX and so on… If using SubCap then ILMT help calculating and keep track of where the software is running etc.
I can understand this since it is quite clear that one VM consumes only one ESX at a time.
In the container scenario every container consumes the container layer as a total (at least to my understanding) and that could create a license requirement based on ALL nodes and not like in FullCap where the fist container consumes the first node.
I haven’t found anything on IBM web that describes how you should count in Azure (or any other cloud provider). The only thing I have found is related to on-prem setups.
