You can set up your virtual machines on a Windows Server - so will then need a Windows Server CAL and a Windows RDS CAL for access. However you can also set them up on a non-windows platform (VMWare/Citrix) and then you won't.
Some customers have their VDA on a non-Windows platform but also stream apps like Project and Visio from a Windows Server based platform - so then you do need Server and RDS CAL.
Currently many options - best to work out the design of your implemetation and technologies, and work with your reseller or Microsoft to advise the licensing required,
