There is no option for shared device licensing for Creative Cloud for non-education organisations.
The Creative Cloud licenses terms state that sharing your account details and password is a breach of the license agreement, which infers that you can't use generic accounts like User1, User2, etc. As to whether they police this is another matter.
The exception to the above is Acrobat (Pro and Standard) as they're still available as perpetual licenses.
Do your users need the latest versions of the CC apps? Would a possible solution be to source secondhand copies of the last perpetually-licensed editions? If you're in the EU this is allowed.
