That entirely depends on your agreement type, company size, etc.... If you are currrently licensed under an Enterprise Agreementm and carry SA on your per core SQL Server (Enterprise OR Standard) you should be able to upgrade from 2014 to 2017 at no additional cost. If you do not carry SA on your SQL Server Per Core entitlements....1. Your missing out on potential cost savings as SA provides benefits that can potentially reduce your overall licensing counts. 2. You can't just upgrade from 2014 to 2017 without purchasing new entitlements.
