You have some valid concerns about safety and unfortunately I cannot provide any guidance on that front. What I can tell you about is my experience with giving hand-me-down equipment to employees.
If you set the precident of giving these away, you may run into some headaches. If you do not have enough to give one away to everyone at your company, you may face some complaints over fairness. This would also create expectations that this practice will continue. You may have eager employees regularly pestering your team for when you are going to be giving away other equipment. It may also embolden people to take aging equipment home without telling you. If this happens, equipment in your database may start to go missing.
It's a very nice idea, but I think you would be better off if you didn't let people take these monitors home. I would suggest potentially donating them to a local school system who may be able to get a few more years of use out of them.
