To manage Servers you can purchase System Centre Datacentre or System Centre Standard (you license the hardware exactly the same as Windows) for each instance you are managing. The management consoles for all the component parts are free of charge.
To manage Clients you can license each managed client via Core CAL, Enterprise CAL or EMS (or even SCCM CAL on its own) and install the server side (the console) free of charge.
So the free bit of this is the consoles (traditionally the sever part of the server/cal model) - however you must license each managed device (the CAL)
It can be bundled with Windows Server (as licensed the same) as part of CIS.
But overall it is never free...
