My advice is to ask Quest directly for it. This way you are sure you're getting the correct document(s).
If you want to avoid asking Quest, you can find some EULA's here: https://search.soft112.com/. Just search for "quest toad" and you'll see a list of available downloads. If you click on the restulted items, you go to to the product (download) page which has an EULA section. The caveat is that this not an official Quest website so you're not 100% sure of the quality of the documentation.
Otherwise, you could also try asking it on the Toad world forum: https://forums.toadworld.com/
