Yes, you are allowed to install and deploy Cognos in AWS EC2. If you own license entitlements under IBM International Passport Advantage or Passport Advantage Express Agreements, you are allowed to run eligible* IBM software programs in AWS EC2 instances using via the bring your own software and license (BYOSL) model. You just need to ensure that all licensing and record keeping requirements are met.
The license metrics (should) reamin the same. You only need to take into considerartion that asside from the obvious IBM licensing requirement you need to monitor the cost related to deploying the AWS EC2 instance(s).
Microsoft Azure should have a simillar model, but I don't know the specifics. From a cloud cost perspective, AWS is still the cheaper option from what I know.
