We're trying to find definitive license use rules for the following scenario.
Customer has Citrix environment with 100 concurrent connections available.
There are no third party tools in place restricting access, RDS access is monitored by RDS License Manager with 250 RDS User CALs issued, they 'expire' RDS conenctions after a period of inactivity (hours).
In total there are 500 users with access to Citrix.
The Microsoft PUR states:
You must acquire a Remote Desktop Services CAL for each user or device that directly or indirectly accesses the Remote Desktop Services Functionality. You also need one of these CALs for each user or device that directly or indirectly accesses the server software to host a graphical user interface (using the Windows Server Remote Desktop Services functionality or other technology).
So does the customer need 500 RDS User CALs to cover any user who has access, or do they only need to license the users who access the RDS functionality over a period of time (90 days) - which may be 250 or less.
